     On December 3rd, the Ministry of Transport held a special press conference on reducing costs and improving quality and efficiency in transportation logistics. Li Zhenjiang, Deputy Director of the Transport Supervision and Management Department of the Railway Bureau, introduced that railways are the backbone of the comprehensive transportation system and play an important role in reducing costs and improving quality and efficiency in transportation and logistics.

     In recent years, the development situation of railway freight transportation has been good, and its supporting role in reducing logistics costs for the whole society has been further strengthened, mainly reflected in three aspects:

    One is the continuous improvement of road network layout. The national railway operating mileage has exceeded 160000 kilometers, with about 8000 dedicated railways and railway lines. The coverage and operational efficiency of the railway network have significantly improved.

    Secondly, the scale of transportation has reached a new high. From January to October this year, the national railway freight volume was 4.26 billion tons, a year-on-year increase of 2.1%, reaching a historical level for the same period.

    The third is the continuous optimization of transportation services. The cumulative operation of China Europe freight trains has exceeded 100000. The cumulative transportation of goods by rail sea intermodal trains on the Western Land Sea New Channel has exceeded 3.1 million TEUs. From January to October this year, the volume of container railway shipments was 740 million tons, a year-on-year increase of 14.8%.

    According to the decisions and arrangements of the Party Central Committee, the State Council, and the overall arrangement of the Ministry of Transport, the railway department has deployed 21 specific measures in six aspects to reduce logistics costs in the railway field, focusing on key links such as transportation structure, infrastructure, equipment technology, rules and standards, transportation services, and international intermodal transportation.

   The railway dedicated line is a key link in connecting the "front and back one kilometer" of railway transportation, which is of great significance for reducing transportation and logistics costs. At present, the connection between multiple modes of transportation is not smooth enough, and there are many short overturning operations at both ends of railway transportation, which has also pushed up logistics costs to a certain extent. Next, we will focus on interconnection and focus on two key areas of work.

    Strengthen the supervision of dedicated line operation, promote the establishment of specialized and diversified operation and maintenance mechanisms, and reduce the cost of dedicated line operation and maintenance.

    Carry out a pilot project for the construction and operation of railway dedicated lines, promote the realization of "if it is suitable for railway, then railway" in freight transportation, and promote the reduction of logistics costs.

    The second is to strengthen the "soft connectivity" of standard rules.

    Promote the vigorous development of railway container transportation and encourage the development of double decker railway containers and specialized containers for dangerous goods.

    Guide eligible intermodal transport enterprises to provide one-stop services, enabling shippers to entrust once, fees to be settled once, goods to be insured once, and multimodal transport operators to be fully responsible for the entire process.

    Research and develop technical specifications for loading and safety inspection of container intermodal transportation, promote mutual trust in container security inspection of intermodal transportation, and achieve end-to-end inspection without opening the container midway.

    Research and formulate regulatory measures for railway rail transit transportation, promote the convenience of rail transit transportation, and achieve direct transportation between railways and local railways.
